Hymenoptera have fore and hind wings that do not match in size, shape, and structure.  Notice that in the wasp above, the hind wings are about half the size of the front wings and have fewer veins. This wasp shows the characteristic constricted abdominal base.  It's wings are also not the same size, shape, and structure.
